Mainly based on the sources of the collection of the authors, this study sketches a complete historical and postal historical general picture of the postage stamps of Fezzan.
"Fezzan is only a little piece of "our" Africa, a negligible territory of the Sahara desert, but still a territory of the Italian colony of Libya. The charm of the collections "of war" led me inevitably to collect and study the postage stamps of Italian colonies and, as soon as my specialization made me dedicate to the events, the adventurous story of the French conquest of Fezzan appeared. I found out a particular fact: postage stamps and postal documents were different from the others in that they were the only ones to testify Italian presence. Fezzan was in fact the only foreign occupation of Italian Africa that continued to use Italian postage stamps, documents and postal labels."

The documents reproduced are a testimony not only of the history of postal communications within Eritrea and between Eritrea and its motherland, particularly with respect to sea routes, but also of the unfortunate military campaign (1895 – 96) of General Baratieri, destined to a tragic conclusion in Adua.
The items connected to this campaign, as stated by Mr Diena in the introduction, give a postal documentation so extraordinarily rich that they deny the widespread belief according to which the material connected to lost wars is more difficult to find than the one connected to victorious campaigns.

Exhaustive work, updated and revised (200 pages more), which presents all the revenue stamps of the Kingdom of Italy and the first period of the Italian Republic from 1863 to 1957, and of the Italian colonies in Africa (Libya, Eritrea, Somalia), for the first time in a catalogue. Reproductions are full size.
Every issue is accompanied by a short description of the revenues, reproduced in natural size, and by the relevant issue decrees which give important information about the reasons why they were issued and their characteristics. Postal and fiscal documents are a valuable testimony for the facts and events which took place in Italy.

The analysis of the revenues is carried out both on their postal use and their fiscal use. Valuations have been updated, expressed in Euro, and accompanied by their rarity degree. The present work is the most specialized catalogue in that it records quotations for unused revenue stamps, but also for their postal and fiscal use.

New division in seven parts, all of them updated and increased. Each chapter deals with a specific function: fixed rate revenue stamps, for government licences and administrative acts, for bills of exchange, for luxury objects and trade, for general turnover tax, for transport of goods by motor vehicles, for Italian colonies in Africa.

IMPORTANT CHANGES WITH RESPECT TO PREVIOUS EDITIONS:
- updates and additions in the old chapters;
- addition of new studies, never published before, on revenue stamps for government licences and administrative acts and for Italian colonies in Africa;
- valuation updating for unused, postal use, fiscal use;
- change of valuations in Euro.
What's for FISCALFILIA?

Fiscalfilia: neologismo appropriato a raccogliere sotto un'unica parola tutte le nuove ricerche sulla storia fiscale riguardante gli usi della carta bollata e delle marche da bollo.
FISCALFILIA, infatti, significa ricerca e studio dei modi e dei mezzi usati per il pagamento delle tasse o diritti di bollo. "Il bollo è di due specie: ordinario e straordinario".

Due sono le leggi fondamentali concernenti le modalità di pagamento delle tasse di bollo.
La prima "Legge sulle tasse di bollo" del 21 aprile 1862, N° 586, recita:
"È dovuta una tassa di bollo per la carta destinata agli atti pubblici", quando se ne fa uso.
Questa legge portò alla formazione delle varie carte bollate all'ordinario.
La seconda legge, N° 949, del 14 settembre 1862, colla quale è prescritto l'uso delle marche da bollo "per la soddisfazione delle tasse di bollo straordinario", portò, invece, alla formazione delle prime marche da bollo a tassa fissa e di quelle per i foglietti delle cambiali, da usare obbligatoriamente per il pagamento del bollo straordinario.
Le carte, soggette alla tassa di bollo ordinario, o straordinario, sono:
a) la carta per gli atti civili, giudiziali ed amministrativi;
b) la carta per gli atti e documenti commerciali;
c) la carta o foglietto per cambiali.
Pertanto i modi ed i mezzi idonei, legalmente, al pagamento delle tasse di bollo sono: la carta bollata e le marche da bollo.
L'art. 13 della legge N° 586, però, recita, inoltre, che:
"In mancanza di bolli ordinari e straordinari si supplirà col - Visto per bollo -".

Tuttavia, per rendere bollata la carta usata per la stesura di un documento, avente bollatura fiscale insufficiente o mancante, furono apposti ed accettati dai pubblici uffici, oltre le marche da bollo, anche francobolli, sia a complemento, sia in sostituzione del bollo.
Viceversa, furono usate, su documenti postali, marche da bollo di vari tipi, a complemento od in sostituzione dell'affrancatura con francobolli insufficienti o mancanti.
Dunque, la carta bollata, le marche da bollo ed i francobolli sono le uniche monete cartacee usate e necessarie per presentare e fare accettare presso la pubblica amministrazione la maggior parte dei documenti per atti civili, giudiziari, amministrativi e postali.
La ricerca, lo studio, la classificazione e la collezione di questi documenti, con il loro intreccio di combinazioni tra carta bollata, marche da bollo e francobolli, è oggetto della Fiscalfilia.

Le occasioni più comuni nelle quali s'incontrano
Filatelia e Fiscalfilia sono costituite:
a) da documenti postali nei quali al posto dei francobolli o a complemento degli stessi insufficienti a soddisfare la tariffa richiesta, vengono applicate marche da bollo (fiscalfilia);
b) da documenti fiscali nei quali il pagamento delle tasse di bollo avviene, in tutto od in parte, mediante l'uso di francobolli (fiscalfilatelia o filatelia fiscale).
(Il tutto proibito ed illegale, ma raramente penalizzato).

The text, conceived in two separate volumes, represents a complete work about the Italian presence in East Africa from the point of view of post and of philately.

The first volume is about pre-imperial Italian East Africa and the second one is about the Italian Empire. Nevertheless, in order to facilitate readers, the chapters of Volume I concerning Eritrea and Somalia are developed up to 1941, above all as long as the card-indexing of the offices and their postmarks is concerned.

The study is realised with the maximum historical and documentary rigour; all the information are in fact the result of official and controlled sources. It is useful both to postal history researchers and to collectors, with pages about the organization and the method of services, as well as complete and clearly organized tables of all the post and telegraph offices; for each one of these, all the known postmarks are reproduced. Moreover, the work is accompanied by a rich iconographical background (postal documents, maps, views, people) with images realised with care and reproduced in the original format. The rich quantity of material of every office, that proposes letters and other postal documents left from or arrived there, besides the images of the places and of the environments, represents a quality of the work.

Every volume starts with a historical-descriptive part, followed by the lists of offices and postmarks, divided into chapters like the historical-descriptive part, and placed, in every chapter, in alphabetical order. Every postmark is numbered. Together with the second volume, a catalogue with point valuation is present.

The whole with a unique and prestigious collection of images. The list of the offices of military and civil mail (included some unrealised) each one with its chronology, reports all the known postmarks and a selection of postal documents of interest for every office.

Second edition of the catalogue that refers to the monumental 2014-2016 work on AOI history, mail and philately, still complete. The volume of evaluations is updated: in the first edition there were only the office names, making immediate reference to the two volumes for their chronology, in this second one instead their chronology is included. To follow, the known postmarks with their evaluations.

The postmarks are always inserted with the same criterion: first the oval ones used as cancellers in the first days of the offices, then the round, the line and the other types; last the Residences postmarks.
On the other hand, the oval marks of exemption from postal taxes of the State administrations are not taken into consideration: in fact, they are supplied to them, not to post offices.
The graphics were also catalogued and reproduced "from life", with the postage stamp portion that they cancelled. The graphics in the recommendation labels have also been reproduced.

Evaluations are expressed in points. Two scales of points are proposed: one applicable only to classical Eritrea and the 1895-1896 campaign, the other to all the rest. Two chapters dedicated to Eritrea: first and second period. For convenience, the office chronology is all in the second period.
Only the stamps used as cancellers are quoted; accessory stamps are only listed.

The text represents a complete work about the Italian presence in East Africa from the point of view of post and of philately. It is conceived in two separate volumes with, enclosed in the second volume, the first edition of postmarks catalogue, and now the second edition of the catalogue.

Accompanied by a rich iconographical background (postal documents, maps, views, people), every volume presents, besides a historical-descriptive part: offices of military and civil mail (included some unrealised), rates, postmark (all numbered, divided into chapters and in alphabetical order), postage stamps, postcards, postal traffic, forwarding routes.

In the second volume, at work conclusion, a rich annotated bibliography, an abstract in English and a complete analytical index of the two volumes.

The first volume is about pre-imperial Italian East Africa; nevertheless, the chapters about Eritrea and Somalia are developed up to 1941.
The second volume deals with the War of Ethiopia, the Italian Empire, the second war and the immediate postwar period in those territories.

The main novelty of this volume is the breadth of the context: it is not considered a subject limited in time, but a wide Mediterranean region, which has had various political (and therefore postal) regimes, from the beginning until almost contemporaneity. A broad overview of synthesis that has its roots in classical antiquity and reaches up to the last, difficult years of today's Libya.

New edition that resumes and updates the catalogue on military missions abroad of 2013, starting from the n.1 Afis in Somalia of 1950, up to n.164 of Air Policing for the surveillance of the NATO airspace of June 2022.

One of the novelties is the introduction of three further groupings of missions, with unusual and interesting material: the Hippocampus operations, for the repatriation of compatriots, the Humanitarian missions and the Scientific ones.

The introduction illustrates the various types of postal historical material that can be collected, also taking into consideration mail that has not travelled, that which has been created retrospectively, that which is almost industrially produced in equal multiples and also other types of objects connected with mail, such as, for example, commemorative postcards, philatelic souvenirs, documents,...

The work develops by listing the missions in chronological order with explanatory cards containing the technical data and showing correspondence, postcards, newspapers, flyers, the most significant postal and administrative postmarks, the official gullers when there is a dedicated Military Post Office.

This new study on services to and from the Protectorate of Somalia, which updates and expands the chapter present in the publication produced in 2003, is also interesting for the services of the countries along the routes, Egypt, French Somalia and Sudan.

After a historical introduction, the discussion is divided into the first regular Italy-Eritrea connections, the pioneers of the Empire Line and the Ala Littoria, the Ala Littoria Benghazi-Alexandria in Egypt (1935), the Ala Littoria Benghazi-Cairo (1936), first transports of correspondence to and from the Protectorate of Somalia.

There are many illustrations of documents, covers, maps, schedules of services and photographs.
