PROVISIONAL POSTAGE DUE LABELS OF BOLZANO AND UPPER ADIGE at the end of the first world war

The first world war is at its end. On 3/11/1918 Italy and Austria subscribe a Peace Treaty, which will be signed only on 10/9/1919. In Bolzano and Upper Adige reigns a situation of uncertainty about the destiny of the occupied territory, which influences also the postal service.
The forwarding of mail during these months is really difficult for the authorities in charge, above all when letters are not franked or only partly franked. On the one hand, the territory is under Italian occupation – therefore forced to use Italian postage due labels; on the other hand, these labels, even overprinted, are completely lacking, at least up to the first days of March 1919. This situation compels the Main Post Office in Trent to authorize, with two circulars, Upper Adige post offices to transform, whenever necessary, the postage stamps into provisional postage due labels through hand-stamp or overprint. Each office has the possibility to take its own measures.

Besides the update of the Aicpm yearbook, two important studies gathered in one volume.

The "Postal rates of the Italian territories" by Benito Carobene is the second part of the work published in 2005 with the Italian rates from 1863 to 2000. It takes into consideration all the rates in force during the period of use of the postage stamps issued in that period and used in Italy or in the Italian area. Services included are those relevant only to mail. No air mail. The examination covers the period from 1 March 1861 or 1 April 1879 (abroad) to 2000.

The "Catalogue of Italian military postmarks in the first world war" by Beniamino Cadioli lists all the circle postmarks, mainly the date metal ones, with some exception, that is those used as cancellers of postage stamps or used in transit on mail, generally by the military depots. No Navy. Some quotations are included.

The Great War put, for the first time, European masses in front of the ideologies, of the hopes and of the fears of a complex, technological and globalized world: it was the big bang of contemporary age for the Old Continent. On 23 May 1915, the day before Italy entered into WWI, the Italian Government proposed to the King the enactment of Royal decree no.689, by means of which postal censorship was established. Such decree is reported herein, together with the Regulation for the exercise of the censorship of mail from abroad and outbound.

The activity of censorship was indeed addressed mainly to correspondence coming from or going abroad. This led to the establishment on the Italian territory of appropriate foreign mail offices of military censorship in places conveniently selected and here pointed out: Bologna, Bologna - Rimini section, Milan, Genoa, Campione d'Italia, Ponte Chiasso, Valona, Trieste.

Almost one hundred are the covers and the postcards reproduced, with the relevant postmarks enlarged and highlighted, divided and catalogued by town.
