Paolo Vaccari took up the hobby of philately and postal history as a child by collecting postage stamps and participating in exhibitions, conferences and seminars. In 1977 he decided to put his wealth of experience and knowledge into practice when he turned his passion into a business to which he could dedicate all his time. The postal history and stamp business was enriched with the publishing activity in 1989, together with his daughters, which came to publish important volumes of philatelic literature, some of them written by Paolo Vaccari himself. From this date onward he has published about 100 catalogues and numerous treatises on postal history, among which the "Catalogo Vaccari - Francobolli e storia postale - Antichi Stati Italiani, Governi provvisori, Regno d'Italia - 1850-1900". The catalogue has reached its XIV edition, after 20 years of publication, and over the years has received prestigious recognition nationally and internationally. Furthermore, "Vaccari Magazine", whose editor is Paolo Vaccari, has also achieved excellent worldwide recognition and celebrated thirty years in 2018.

Paolo Vaccari received the Philatelic Oscar from the Italian Academy of Philately and Postal History for the numerous studies he has published.
For the volume "Sicilia 1859 - Comparative plates of stamps" he received the award of the Italian Philatelic Press Union.
He has received over one hundred awards of recognition worldwide for his written and published works.
He also received the "Regione Toscana" cup and the "Fiorino d'Oro" for displaying specialized collections centred on the Grand Duchy of Tuscany philately of the XIX century.
In 2008 he received the "Ragno d'Oro - UNICEF" award in the trade category, an award granted to people from Modena who have contributed to increasing the prestige of the city of Modena within the country and abroad.

He is a philatelic expert for the C.C.I.A.A. and the Court of Modena.
He has taken part in appraisals and provided expert analyses for Credit Institutions.
He is a member of the national register of journalists, special section, and of the "Unione Stampa Filatelica Italiana" (USFI).
He was a member of the "Club Elite de la Philatélie" of Monte Carlo, presided over by Prince Ranieri, a closed number club in which the 100 most important philatelic experts worldwide may take part, receiving the highest Monacan recognition each time, the Ranieri gold medal.
He is a member of the "Académie Européenne de Philatélie" with headquarters in Paris.
He was a member of the "Consulta per la filatelia del Ministero delle Comunicazioni".
He was named honorary partner of the prestigious "Associazione Italiana di Storia Postale" (A.I.S.P.) with headquarters in Milan, and of the "Accademia Italiana di Filatelia e Storia Postale" in 2009.
He is a member of the "Deputazione di Storia Patria per le Antiche Province Modenesi";
of numerous Italian and foreign philatelic associations;
of the "Accademia dello Scoltenna".
He is a member of the Philatelic Veterans Register since 1985.
Since 1993 he has been a Trade Master with 40 years of experience in the business at the time.

Italian Postal Rates from the Italian States to the Taking of Rome 1850-1870

For the first time, all the domestic postal rates of the Italian States before the unification are presented in an elegant and important volume. The summary tables accompany the short text dealing with all the rates for letters, printed matter, samples, also referred to weights and postage other than the first.

The work illustrates, for every State, all the rates from the introduction of postage stamps to the transition to the Kingdom of Italy: during that complex period, between 1859 and 1861, the introduction of Sardinian rates was gradual and distinct in the different regions. The volume continues up to 1866 for Venetia and up to 1870 for the Papal State.

Domestic rates and those abroad with the French mediation have been included. Some short and unknown rate periods enable us to identify important rarities.

However, the present work is really valuable in that it is richly illustrated, with hundreds of high quality colour photographs of the postal documents belonging to the author's collection; they represent the most important rates described. Letters of Lombardy-Venetia, Sardinia, Parma, Modena, Romagne, Tuscany, Papal State, Naples and Sicily lead the readers through an evocative journey in the world of mail during that wonderful period, from 1850 to 1870, two centuries ago.

To complete the volume, some notes, graphically presented to be immediately recognizable, on the rarity of some franking, of which the author has recorded, after accurate research, the number of known exemplars.

The exhaustive work is divided into eight chapters, each on a different postage stamp: 10c, 20c, 40c, 80c perforated, 2c yellow, 15c Sardinia, two 15c lithographed. Quotations in Euro are also given for print varieties, perforations, franking, use.

Four appendixes complete the book: postal forgeries, "December '63" including "De La Rue", the Matraire postage-due label used in 1863, every Italian destination. Very useful tables for the more than 700 franking on cover.

Quite every item known has been reproduced and many important philatelic and postal-historical notes accompany the text, making the work an essential instrument for collectors and scholars of the Kingdom of Italy.

Philately and postal history of Ethiopia of the period 1895-1936 are well documented; however, until now, no comprehensive documentation was available for the period 1936, end of the Italo-Ethiopian war, to 1974, year of deposition of Emperor Hailé Selassié I. This book now fills the gap.

Throughout the book chapters devoted to the historical backgrounds summarize the facts of the different periods and in some cases indicate the reasons for some issues.
The period 1936-1974, from the end of the Italo-Ethiopian war to the deposition of Emperor Hailé Selassié I, a rather elusive period for the Ethiopian postal history, has been studied. One chapter devoted to the post offices during the Italian occupation reports all the towns and villages that had a post office and the number of different types of cancellors used. Another chapter deals in detail with the postal arrangements of the period January 1941 - 31 January 1942 during the liberation of Italian East Africa (A.O.I.) The types and numbers of Military post cancellors used in Ethiopia during the liberation war are reported together with their period of use in the country.
All the sets issued after the restoration are described in detail giving information not reported in the stamp catalogues. New information is included, therefore: the reasons for the issues, the number of sets printed, the reported and some unreported varieties both of colour and of overprinting and much more information not generally available to collectors.
Many unreported facts deriving from unpublished studies by the author are also included in this new book.

The appendices are an important addition to the book and include a list of the Ethiopian post offices in the period 1942-1974 and a list of the known cancellors with the reproduction of most of them.
The most interesting and new appendix concerns the postal rates of the period 1942 to 1974 which until now were a mystery. The author obtained from U.P.U. the official documentation for surface and airmail rates that were not even available in Ethiopia, thus enlarging the knowledge and the scope of the Ethiopian postal history. This aspect of postal history is completed by the study of the airlines operations from 1940 through the restarting of the Ethiopian Airlines in 1947 and to 1974.
Other appendices include a list of postal stationery, postal cards and registration labels.
An elusive topic is the postal rates of the Italian East Africa, a very difficult sector with some information that shows its difficulty. Other appendices covering other aspects of postal history are also included.

A table of equivalence between catalogues will help collectors of different countries to recognise the sets and stamps that are hidden in the numbering of other catalogues.

Since his youth, he was interested in stamps collecting, his main interests being stamps and postal history of Ethiopia, Romania and Bulgaria.
He obtained gold medals for his postal history pre UPU (1867-1908) collection of Ethiopia at London 2000, Madrid 2000, Bruxelles 2001 and Japan 2001 world exhibitions.
His postal history collection of the UPU period (1909-1936) was awarded with large gold and special prize, and with large gold and special prize for the most beautiful collection of the postal history section at the Italian National exhibitions of S. Colombano (2002) and Sestri Levante (2003).
His Bulgaria collections were awarded the large vermeil at Ravenna (2004) and gold medal at Villa Manin (2005).
Other interests include modern graphics, classic and jazz music and sailing, making cruises in the Mediterranean sea.

Since the publication of the addendum it seemed necessary to have a more global, complete and detailed vision of the postal history of the early period (1867-1908) and to correct prior information that seemed incorrect. Thanks to the results of recent researches this task has been now achieved and the postal history of the pre- U.P.U. period has now been outlined in its essential features.

This completely new book includes many subjects not treated in the previous book such as detailed studies on the Napier expedition with some unpublished information, on Egyptian and Italian offices in Ethiopia, and a new study on the mail abroad by non-French means. One chapter devoted to the newly discovered early cancellors, a study on mail of the Italian-Ethiopian war of 1895-96, on the French Post of Harar and the use of its cancellors from October 1899 are also included.

Other chapters have been completely revised such as those concerning the years 1899, 1904-05 with the description of some newly found postal rates still unpublished and the organization period (1908). Each chapter includes detailed information on the known mail.

A detailed report of all cancellors used in Ethiopia with all types and colours, including those of Obock and Djibuti, is also included. Reproductions, with a few exceptions, are new and unpublished.

An interesting peculiarity is the fact that a floppy disk containing the essential information on all known covers, postal cards and picture postcards of the period 1895-1908 is enclosed to the book. The "List of Ethiopian mail" (Lem) floppy disk is PC and Mac formatted; Acrobat .pdf, Microsoft Excel .xls and html files.

In the last few years Ethiopian philately has aroused more interest than in the previous ones and this is due to the enthusiasm of some collectors and the activity of some associations.

In this book the author has put together all the information collected from available sources adding also elements derived from his personal experience, research and discoveries.
Inter alia, he studied the postal rates of the period 1895-1936 up to the Italian invasion, a difficult task due to the difficulty in reconstructing the main rates. This is due to the scarcity of documentation and availability of covers as well as the contradictory information, which can be deduced from examination of covers.
Some of the information here reported contradicts many important catalogues. They need some revision and updating in particular as far as dates and definition of the issues are concerned. In addition, some catalogues ignore some issues which are rarely found on covers and report some issues which now are considered as fake or illegal.
There are also some outlines of Ethiopia's history so that the collector can see the link between historical facts and the reasons for new issues.

At the end of the book the appendices report hard to find information on topics such as cancellations, postal rates, sales of stamps of the early period and so on.

This is the first volume of a series devoted to postal relations between Italy and foreign countries in 1800s, particularly from 1850 to 1875.

Italian postal history has been progressing a lot during the last decades, above all the study of conventions and rates of Italian States, Kingdom and Republic. Not the same as to relations with foreign countries, which were based on bilateral agreements and sometimes on tacit consent or temporary usual procedures.
The aim of this work is that of creating a uniform collection of known and new details relevant to conventions and rates adopted in postal communications between Italy and foreign countries during the 1800s.

Particular care has been given to the annotated list of letters known in the philatelic period; information and descriptions, as it is possible to see in each entry, come from auction catalogues, lists, collections and several publications. It is not a comprehensive list; however, thanks to the descriptions for every letter accompanied by philatelic notes, routings, postmarks and rates, collectors can get all the elements relevant to a specific postal item. Moreover, the list is very useful for statistics: it gives an idea, though incomplete, of mail movements between every Italian State and foreign countries, and in the present volume between every Italian State and Switzerland.

Some particularly important letters and postal documents have been selected and reproduced in colour in the tables at the beginning of the book, in order to give a picture of mail under examination.

For the first time a book devoted to the international routes and rates of mail from and to the Old Italian States published in Italy. To allow reaching a broader audience, the authors have preferred to write it in English.

The aim of this book is to explain the postal rates and routes of mail from and to the Old Italian States from 1850 to the introduction of the Sardinian / Italian rates in 1859-1861. In two cases the analysis was extended to 1866 (for Austrian Venetia), and 1870 (for the Papal States). In fact the conquest of Rome, in September 1870, signalled the end of the last Old Italian State.

The countries are divided by continent, and are presented in alphabetical order. Within each country the following information is presented in chronological order.
- In relation to the direct postal Conventions, their effective dates and salient points are indicated. Whenever a direct Convention existed, the postal rates of the two countries were generally equal, except for the rounding of the different currencies.
- When mail was carried with the mediation of a third country, the rates of outgoing mail were generally different from those of the incoming mail. It was also possible to have the mediation of more countries for the same destination.
- The postal routes are indicated when a given mediation allowed for different routings.

The currency in use is indicated with its parity to the main currencies, as this will allow a better understanding of the accountancy markings. In addition, the different weight units and their conversion into grams are stated in order to explain the respective weight progressions of letters and printed matter.
The set of Analytical Indexes was designed to make this volume as user friendly as possible, with a view to allow a quick reference to any desired subject.

The authors
Mario Mentaschi and Thomas Mathà, for the presentation of their collection, which is the base for the present work, have been awarded the Tilleard medal by the Royal Philatelic Society of London.

Dr. Ing. Mario Mentaschi, FRPSL, born in 1942, is a retired manager and lives in Vicenza, Italy. He started studying postal history of the Old Italian States about thirty years ago and is today one of the leading experts of the Italian Postal History 1850-1870. He wrote numerous articles in Italian postal history magazines; his studies resulted so far in his book Lire, soldi, crazie, grana & bajocchi (2003) which has obtained gold medals in the FIP international exhibitions "Singapore world stamp championship 2004", with felicitations of the Jury, and "Pacific Explorer 2005" held in Sydney. In 2004 the book was also awarded the Fulvio Apollonio prize of the "Unione Stampa Filatelica Italiana". He exhibited in various international stamp exhibitions and obtained several gold medals. Mr. Mentaschi is a FIP judge for postal history, he is a fellow of the "Royal Philatelic Society London", a member of the "Accademia Italiana di filatelia e storia postale" and a fellow of the "International Postal History Fellowship".

Dr. Thomas Mathà, FRPSL, born in 1972, is a city manager and lives in Bolzano/Bozen, Italy. Since a very early age he developed a keen interest in postal history and published his first book about Postal History of the Allied Occupations of Trieste 1947-1954 in 1992. In the last 10 years he specialized in Postal History of Old Italian States, with a special emphasis on Roman States, publishing articles in Italian and international magazines. With his collection he obtained large gold medals at the international stamp exhibitions "Amphilex 2002", "España 2004", "Sydney 2005" and "Washington 2006". In 2005 he was awarded the Gran Prix of the National Italian Stamp Exhibition "Villa Manin Fil 2005". He serves as a national judge for postal history and youth class. Mr. Mathà is a fellow of the "Royal Philatelic Society London", a member of the "Deutscher Altbriefsammler-Verein", the "International Association of Philatelic Experts" (AIEP), the "Italy & Colonies Study Circle" and a fellow of the "International Postal History Fellowship".

Catalogue of air mail from and to the whole world. Story of Italian Civil Aviation and Air Mail through postal and complementary documents. The author makes a vast analysis, reports the reasons for every flight or show, the dates, the pilots' names. He takes into consideration not only air mail documents but also commemorative postcards, private cancels, propaganda handstamps.

In this new edition, several chapters and events have been completely revised and reorganised. Thanks to new findings, the information contained in the previous edition has been updated, both forerunners (1898-1914) and following historical periods. Some topics have been increased (for example, postal flights of 1917-1919 and of M1 and F6 dirigibles, the flights of Italian pilots abroad and of foreign pilots in Italy, Italian and foreign air lines operating in Italy, the flights of Norge and Italia, the Cruises of De Pinedo and Balbo, the flights of Francis Lombardi, L.A.T.I. and newspapers travelled by air). New subjects have been added.

Rates - In the first edition they were not included. In the present one they have been introduced starting from SISA flights in 1926, every special flight (Rome-Buenos Aires, Rome-Mogadishu, etc.), L.A.T.I. ones.

To make search easier, besides the numbering already existing, new progressive numbers have been added (from no.1 to 4.089). They have been inserted, in cameo, in every page of the catalogue, next to the previous numbering relevant to the year of the event, in every black and white photograph, in the colour tables and in the list of valuations in euro enclosed.
Fiorenzo Longhi was born in Milan in 1938 and lives by Lake Maggiore.
After obtaining the scientific A levels, he graduates in Economics and Business at the Università Cattolica del Sacro Cuore in Milan in 1966 and works as director in an engineering company for twenty years.
Since his childhood, he cultivates the hobby of philately and history, and afterwards he passes to the study of postal history in little known fields such as the first issues of the Ottoman Empire and of Ecuador, Italian air mail and the flights of Italian pilots abroad, creating, in the course of years, some important collections and one of the most complete libraries of philately, postal history and aeronautic history.
He is awarded the maximum rewards in the National and World competitive philatelic exhibitions (6 Large Gold Medals and numerous Grand Prix from 1976 to 1978).
Since 1979, he exhibits only in the Honour Class or upon invitation in National and International exhibitions.
He publishes numerous articles, chapters in specialized books, one book and two catalogues, always dealing with little known or unreleased subjects relevant to postal history and aeronautic history.
He is enrolled in the National Register of Philatelic Jury Members since 1982 and he is an International Philatelic Jury Member.
He is enrolled in the Golden Register of Italian Philately since 1979; since 1995, in the Register of Expert Witnesses of the Court in Verbania for Philately; since 1996, in the Philately Category, in the Expert Role of the Chamber of Commerce, Industry, Crafts and Agriculture in Verbano Cusio Ossola.
He is Life Member of the American Air Mail Society and member of the following Italian and foreign associations: A.I.E.P. Besides the update of the Aicpm yearbook, two important studies gathered in one volume.

The "Postal rates of the Italian territories" by Benito Carobene is the second part of the work published in 2005 with the Italian rates from 1863 to 2000. It takes into consideration all the rates in force during the period of use of the postage stamps issued in that period and used in Italy or in the Italian area. Services included are those relevant only to mail. No air mail. The examination covers the period from 1 March 1861 or 1 April 1879 (abroad) to 2000.

The "Catalogue of Italian military postmarks in the first world war" by Beniamino Cadioli lists all the circle postmarks, mainly the date metal ones, with some exception, that is those used as cancellers of postage stamps or used in transit on mail, generally by the military depots. No Navy. Some quotations are included.

This is the second volume of a series devoted to postal relations between Italy and foreign countries during the XIX century, specifically from 1850 to 1875, a quarter of century from the introduction of postage stamps in Italy to the creation of the Universal Postal Union. It is a key period, as there was a great progress in communications and the many postal conventions signed led to the unitary rate of 1875.

The work considers the whole XIX century, because it is after Napoleon's fall and the position of Italy decided by the Congress of Vienna that the idea of a renewal of postal services arose. There were the first bilateral postal conventions intended to make the forwarding of mail between the states easier, safer, and cheaper for users.

Italian postal history has been progressing during last decades, above all the study of postal conventions and rates of Italian Ancient States, Kingdom and Republic. A bit less studied the relations with foreign countries which were based - as it is known - on bilateral conventions and agreements, and sometimes on implied consent or on usual temporary procedures.

The aim of this volume, of the previous one about relations between Italy and Switzerland, and of the following ones, is that of giving a uniform picture of known or never published details relevant to conventions and rates in postal communications between Italy and foreign countries in the XIX century.

Particular attention has been given to the annotated list of mail known in the philatelic period: information comes from auction catalogues, price lists, collections and different publications. This is not a comprehensive list; however, through the description of each item, accompanied by philatelic notes, routes, postmarks and rates, collectors can have all the details relevant to the mail under examination. Moreover, the list is very useful from a statistical point of view: it illustrates postal communications between each Italian state and foreign countries, in this specific volume between each Italian state and France.

Some particularly important letters and postal documents have been selected and reproduced in colour in the tables at the beginning of the book, in order to give a picture of mail under examination.

The Postal Reform of 1863 marked a turning point in the Italian postal context. The birth of the Kingdom of Italy compelled the Legislator to elaborate a rule which, after all, would not displease anyone from North to South.

The Law of 5 May 1862, n.604, which reformed the postal system, cannot be regarded as an end in itself but merely as a link between a fragmentary pre-unity postal period and a modern one after the unity of Italy. For this reason, the historical exegesis of every content is essential, by verifying all the transformations that regulations have undergone in the years before and after 1863 directly from the original texts.

The Author investigates this important historical moment in a new way, to leave the pleasure of personally verifying the legislative sources to scholars and collectors. More than 600 colour images, indeed, show, in original, more than 80 laws, agreements and decrees reported in full or with the most significant and relevant articles that retrace postal regulations from 1818 to 1888, highlighting the evolution that the various rules have undergone over the years.

This process is accompanied by more than 250 postal documents that testify the regulatory changes that have taken place mainly with regard to rates but without neglecting dates, routes and historical news.

The volume, elaborated with material from the Author's own collections, set up in many years of passionate researches, ends with a detailed list of all laws and decrees in chronological order.

In 1815, under the Restoration, France has found again the frontiers of 1790.
From 1814, the Kingdom of Sardinia (Savoy, Piedmont and Isle of Sardinia) is restored and enlarged in 1815 with the annexation of the ancient Republic in Genoa. The Principality of Monaco passes under the Sardinian protectorate.

The work studies the postal relationships between the two countries and the whole transit that passes through this important axle in Europe.
At that time, Italy is divided into nine sovereign states and one province of the Austrian Empire: the Kingdom of Lombardy - Venetia. Each one has its postal practices, its currency, its units of weight, its postal rates.
They are all described with precision in the enclosures that also show the conventions, the agreements, the ordinances, the postal circulars and the rates that discipline these relationships.

The text explains in detail most of the casuistries that may be met, with the models of franking and taxation. It contains the reproduction of more than 260 letters, from the most common to the rarest, all meticulously described.

The process of unification of the postal system came to an end with the law promulgated in 1862 which entered into force on 1st January 1863, the date when the Italian post office was born, and the authors did well to consider it as the beginning of their work.

Everything was different: for each destination, rules, rates, service possibilities, routes. A real jumble in which the sender could extricate himself only with the mediation of the postal service. And, in the materiality of postal documents, all this translated into three great semiotic categories that are recognizable today: postage stamps, postmarks, handwritten indications. A redundant and costly complexity for the sender of the time. Which, however, due to a fascinating reversal of occasions over time, today is transformed into a delight and an exciting field of investigation for the researcher: this is the topic of this volume.

The three categories of signs must be read together to arrive at the decoding of the document; the reading of each postal document (letters and other objects, whether or not encumbered by accessory services) must be preceded by a careful study of the regulations, of the international treaties, in short, of the rules, of which the document is the final outcome. An exquisitely historical way of proceeding, which the authors of this beautiful volume master with certain ease.

It has already been said about the upper chronological limit - 1st January 1863 - and the choice is very correct. The authors explain the lower one: that jumble mentioned above had a first moment of simplification thanks to the creation of the General Union of the Post that dictated the first rules. Then, on 1st April 1879, the General Union became "universal".

The idea of a book presenting the Postal History of Tuscany came to the authors after the presentation of Vittorio Morani's collection at the "Royal Philatelic Society London".
It was believed that the exhibition illustrated all the chapters of Tuscan postal history in the period 1 April 1851, the date of the Tuscan postage stamps issue, until 31 December 1862.
With effect from 1 January 1863, an Italian postal law unified the postal regulations of all the Italian provinces, putting an end to Tuscan postal history.

It is the first text that comprehensively deals with the postal use of these postage stamps and explains their use to frank Tuscan correspondence inland and abroad. It also explains the rates applied for correspondence arriving in Tuscany, thus offering a complete overview of the historical-postal situation of the period.

The book is organized in three parts:
- rates for the interior of Tuscany;
- rates of correspondence exchanged with the states of the Italian peninsula;
- rates for correspondence exchanged with foreign states beyond the Italian peninsula.

In each chapter, the evolution of postal rates and postal routes in the period 1851-1862 is presented chronologically. In this period mail was often sent without being franked; these documents, important for a complete description of the historical-postal development, are also included.
The parts illustrating the postal relations with foreign Countries present all the recorded origins and destinations.

To complete the volume, 4 analytical indexes: currencies, contract packets, conventions, postal markings.
