The Kingdom of Vittorio Amedeo III lasted from 1773 to 1796, for a period of almost twenty years.
Regarding Post, everything happened according to the well-known patents of 1772, with the rate system described in the 3rd volume.
The second period of kingdom of this unfortunate king was, instead, anything but quiet, starting from the French Revolution that, in 1789, upset the entire Europe.

Just during this troubled period, an important postal reform was implemented in Turin, modifying completely the method used in correspondence taxation. A criterion completely new for Piedmont was introduced with the patents of 1795, that is binding the postage of letters to the distance between the location of departure and to the one of destination (criterion already applied in France on the basis of the leagues travelled). The longer was the route the higher was the postage to pay on delivery. Since the journeys used for post by horse were measured in "post", the same was done for letters. So the parameters became two: one was the kind of letter (simple, covered, double, by ounce) and the other one was for the distance measured in "post".

This third volume follows the long kingdom of Carlo Emanuele III, from 1730 to 1773.

Like in the two previous volumes, the authors continue the chronological path, identified with the political or postal events that have particularly characterised it (the coexistence of Vittorio Amedeo II and Carlo Emanuele III, the wars of succession, Polish first and Austrian then, the period of peace, the changes in rates and the important postal regulations of 1772).

Moreover they focus their attention on some specific subjects of essentially postal nature, trying to give exhaustive answers to some doubtful interpretations of the past (the relationships between the Post in Turin and the French couriers, hoping to definitively prove the nonexistence of a French office in Turin), that is evidencing particular aspects not always taken into the right consideration (The Country Offices of military from 1733 to 1748, the start up of a Piedmontese Post Office in the town of Rome in 1734, the official introduction of the forwarding of correspondence by sea between Piedmont and the Kingdom of Sardinia).

The work is completed by the interesting controversy arose between the bookseller Fontana and the clerks of the Post Office in Turin with rate-related implications regarding the "gazettes"; the relationships, not always peaceful, between the Piedmontese Post and the Post Office in Milan, with the first introduction of Milanese postmarks; the exemption from postal fee on the letters coming from and on those sent abroad.

vol.II VITTORIO AMEDEO II AND THE FIRST RATES FOR LETTER POST (1684-1730)

This second volume is connected to Vittorio Amedeo II, the Duke of Savoy who became first King of Sicily and then King of Sardinia. As a duke he introduced the first postal rates for letters (1698), as King of Sicily he issued the first organic edict about Post (1718) and as King of Sardinia he made approve the definitive edict of 1720 that was in force up to 1772.

The book is enriched with almost 500 images and it is divided into three chapters: the first one covers the ducal period (1684-1713), the second one concerns the period when Vittorio Amedeo II was King of Sicily (1713-1720) and the third one is about the period when he was King of Sardinia (1720-1730).

High significance is given to the postal rates related to the town of Turin, but there are also particularly interesting documents, such as the first postal agreements undersigned by France and Piedmont at the end of XVII century and continued during the following one. Furthermore much attention is given to the interventions of the Health Magistrate in Turin, to explain the consequence of the frequent epidemics and infectious illnesses on the treatment of letters: the simple external perfuming, the de-sealing with internal perfuming and the subsequent re-sealing, the use of fumigation and the exposure to heat.

The volume is completed by the tables of the rates for letters, by the Generalship of Post and the chronology of popes and kings, by the analytic index of the most significant writings, by the bibliographic references, by the works and the institutes consulted, by the funds consulted in the history Archives of Turin.
