This second edition of the catalogue introduces numerous changes compared to the first one, brilliantly edited by Bruno Crevato-Selvaggi.
It is not a simple update of the squared circle postmarks of the Kingdom of Italy (1890-1920), though it includes more than 1,200 new findings (now 8,204 postmarks are included in the catalogue): for example, it highlights all the postmarks seen and known for sure up to now, accompanying them with the first and the last year of use known; it shows, in consideration of the particular type of mark, the separation of the writing of the upper crown and of the lower crown, allowing a precise identification; more than 20 pages of introduction with historical details, the origin, philatelic background, criteria of evaluations, shapes and typology of postmarks, point valuations.
The catalogue is divided by region and in alphabetical order by province. Moreover, it is accompanied by a very useful index of places with the relevant number of catalogue and province initials.
It collects more than fifty years of researches by scholars, who have gathered a huge amount of data and who have made it available with great sensibility and collaboration.

The historical descriptive catalogue of Italian air force postmarks, with the foreword by Roberto Gentilli, aircraft historian.
In the centenary of Italy's entry into World War I, in 2015, a comprehensive study about all the known (at the moment) postmarks used by the different aviation units (1,423 postmarks listed, from forerunners to the end of World War I), with their rarity point evaluations, based on the frequency of each postmark, of its colour, and of the possible military postmark impressed on the item in question.
Within the Italian-Turkish Conflict, the leaflets in Arab language are listed, for the first time, with their translation into Italian, in addition to the messages dropped from airships to the Italian troops. They add an unreleased element to the history of aviation seen by an aerophilatelist and from the point of view of the history of military mail.
Much interest is given by the little known news about the presence of the Italian aviation units in Albania, Macedonia, Dalmatia, France, Cyrenaica and Tripolitania and of the allied aviation forces of France and Great Britain in Italy during World War I.
Each chapter is introduced by the history of aviation relevant to each period in question (forerunners, Italian-Turkish Conflict and World War I), from balloonists to airship crew members, to the aviators of the Italian Royal Army and of the Italian Royal Navy, and by the relocation of the units, within the historical period examined. That means a chronological history of the Italian military aviation and of the postmarks used from 1884 to 1920, from the pioneering period to the end of World War I (including the two following years for those units that were not disbanded immediately after the Armistice).

A current word in the academic field, interdisciplinarity means, according to the official definition, the net of relationships of complementarity, integration and interaction thanks to which different disciplines converge in common principles, tending to approach and unify the isolated parts and the fragmentary moments of the present specialized knowledge.
Fiorenzo Longhi, through his works, [...], has been able to lay a bridge of interdisciplinarity between philately and aeronautic historiography.
"Aerofilia" receives a series of fundamental points from military historiography: the deployment of divisions, news about the airplanes used [...] But, in turn, it offers much more, a series of documents that give confirmation of dates, places, people not by means of statistical summaries or reports, but through living, authentic documents, with dates and places certified by postmarks. [...]
Moreover, research in this volume is so accurate to go beyond the simple confirmation; it brings incontrovertible proof of presence, relocation, time, elements which had escaped aeronautic researchers' attention, thus creating problems and uncertainty, but also new fascinating perspectives.
Interdisciplinarity generated by different passions, but also by a common respect for accurate research and commitment for the preservation of historical memories, enriches us, in the hope that care given to every envelope, to every leaflet thrown from an airplane, to every newspaper sent via air mail, is diffused and of help in order to avoid the small tragedies that occur every time that young people throw their grandfather's old papers into a garbage bin.
But there is a last point that I wish to stress. In the Centenary of the Great War, commemorated even by Italy, a country unfocused, like just a few others, on its own history, the aeronautic historians who discover the world of "aerofilia" are brought back to the human aspect of the conflict.
It is not only a matter of airplanes, of kilos of bombs thrown, of identification numbers or of claiming of shooting down, the objects that its research tends to be restricted to, but of men. [...]
The value of research of "aerofilia", therefore, is not only the corroboration offered to the historical research, but the human dimension it enriches that of, and for which we thank Fiorenzo Longhi.

Different from what, already long ago, has been fulfilled in other countries and in spite of the historical interest of the connected events, a systematic study of the special postmarks impressed on mail and on official documents of the air force units has never been undertaken in Italy.

The air force handstamps are of various kind, generally in gum and impressed in violet ink.
More rarely in other colours (blue, red, green) or black.
The postmarks used on mail are sometimes the same as those impressed on the usual exchange of documents within the unit.
Other postmarks, instead, lead us to believe that Aviation units had an autonomous form of censorship [...]
The air force postmarks were impressed on mail just to complete, in a rapid, easy and clear way, the indication of the sender, but this kind of completion could have been done also manually.
Not only: even official documents usually lack of the air force or commander postmarks.
It is therefore probable that precise rules had not been dictated, by the supreme authorities, military or of the State, regarding types, sizes, or text, leaving every commander free to choose, and, very likely, the use of special postmarks on mail has been much less frequent in some units than in others.
Adding to all these considerations the long time passed, the fact that only a minimal part of the correspondence is generally kept and that the interest by Italian collectors in this field has always been rather lacking, we can be almost certain that the possibility of the integral completing of the postmarks of all the air force units of the Italian Royal Army and of the Italian Royal Navy [...] has to be considered, if not impossible, highly uncertain.
As regards the historical events of the units of Navy, Airship crew members and Balloonists, I had to draw hardly from various sources, sometimes contrasting, and so I decided to privilege only those few official documents that I have had the luck to trace in private and public archives.

Fiorenzo Longhi was born in Milan in 1938 and lives by Lake Maggiore.
After obtaining the scientific A levels, he graduates in Economics and Business at the Università Cattolica del Sacro Cuore in Milan in 1966 and works as director in an engineering company for twenty years.
Since his childhood, he cultivates the hobby of philately and history, and afterwards he passes to the study of postal history in little known fields such as the first issues of the Ottoman Empire and of Ecuador, Italian air mail and the flights of Italian pilots abroad, creating, in the course of years, some important collections and one of the most complete libraries of philately, postal history and aeronautic history.
He is awarded the maximum rewards in the National and World competitive philatelic exhibitions (6 Large Gold Medals and numerous Grand Prix from 1976 to 1978).
Since 1979, he exhibits only in the Honour Class or upon invitation in National and International exhibitions.
He publishes numerous articles, chapters in specialized books, one book and two catalogues, always dealing with little known or unreleased subjects relevant to postal history and aeronautic history.
He is enrolled in the National Register of Philatelic Jury Members since 1982 and he is an International Philatelic Jury Member.
He is enrolled in the Golden Register of Italian Philately since 1979; since 1995, in the Register of Expert Witnesses of the Court in Verbania for Philately; since 1996, in the Philately Category, in the Expert Role of the Chamber of Commerce, Industry, Crafts and Agriculture in Verbano Cusio Ossola.
He is Life Member of the American Air Mail Society and member of the following Italian and foreign associations: A.I.E.P. Annotated list of mail in the philatelic period
This is the second volume of a series devoted to postal relations between Italy and foreign countries during the XIX century, specifically from 1850 to 1875, a quarter of century from the introduction of postage stamps in Italy to the creation of the Universal Postal Union. It is a key period, as there was a great progress in communications and the many postal conventions signed led to the unitary rate of 1875.
The work considers the whole XIX century, because it is after Napoleon's fall and the position of Italy decided by the Congress of Vienna that the idea of a renewal of postal services arose. There were the first bilateral postal conventions intended to make the forwarding of mail between the states easier, safer, and cheaper for users.
Italian postal history has been progressing during last decades, above all the study of postal conventions and rates of Italian Ancient States, Kingdom and Republic. A bit less studied the relations with foreign countries which were based - as it is known - on bilateral conventions and agreements, and sometimes on implied consent or on usual temporary procedures.
The aim of this volume, of the previous one about relations between Italy and Switzerland, and of the following ones, is that of giving a uniform picture of known or never published details relevant to conventions and rates in postal communications between Italy and foreign countries in the XIX century.
Particular attention has been given to the annotated list of mail known in the philatelic period: information comes from auction catalogues, price lists, collections and different publications. This is not a comprehensive list; however, through the description of each item, accompanied by philatelic notes, routes, postmarks and rates, collectors can have all the details relevant to the mail under examination. Moreover, the list is very useful from a statistical point of view: it illustrates postal communications between each Italian state and foreign countries, in this specific volume between each Italian state and France.
Some particularly important letters and postal documents have been selected and reproduced in colour in the tables at the beginning of the book, in order to give a picture of mail under examination.

Chronological history of Zeppelin mail of the Italian area flown on Graf Zeppelin, Hindenburg and Graf Zeppelin II airships, including rates.This catalogue deals, in great detail, with Zeppelin mail of Italy, Italian colonies, San Marino and Vatican from 1929 to 1939. This list only refers to flown items for which it has been possible to assess their existence. Other mails, whose existence has not been verified yet, although mentioned in other sources, have been omitted. Items which are not genuine or fakes have been frequently mentioned, instead.
In this catalogue Zeppelin airmail stamps have been excluded, as they have already been described in philatelic catalogues.
The recording, given in chronological order, enables to trace a catalogued Zeppelin mail simply by referring to the page related to the airship's name, the year and, thus, the flight number, from which month and day of that particular flight are evident.
The flights numbering used in this work is that reported in the official original records of Luftschiffbau Zeppelin / Deutsche Zeppelin Reederei. The use of this numbering avoids arbitrary misleading information, instead providing a reference form among collectors, dealers and aviation historians.

Fiorenzo Longhi was born in Milan in 1938 and lives by Lake Maggiore.
After obtaining the scientific A levels, he graduates in Economics and Business at the Università Cattolica del Sacro Cuore in Milan in 1966 and works as director in an engineering company for twenty years.
Since his childhood, he cultivates the hobby of philately and history, and afterwards he passes to the study of postal history in little known fields such as the first issues of the Ottoman Empire and of Ecuador, Italian air mail and the flights of Italian pilots abroad, creating, in the course of years, some important collections and one of the most complete libraries of philately, postal history and aeronautic history.
He is awarded the maximum rewards in the National and World competitive philatelic exhibitions (6 Large Gold Medals and numerous Grand Prix from 1976 to 1978).
Since 1979, he exhibits only in the Honour Class or upon invitation in National and International exhibitions.
He publishes numerous articles, chapters in specialized books, one book and two catalogues, always dealing with little known or unreleased subjects relevant to postal history and aeronautic history.
He is enrolled in the National Register of Philatelic Jury Members since 1982 and he is an International Philatelic Jury Member.
He is enrolled in the Golden Register of Italian Philately since 1979; since 1995, in the Register of Expert Witnesses of the Court in Verbania for Philately; since 1996, in the Philately Category, in the Expert Role of the Chamber of Commerce, Industry, Crafts and Agriculture in Verbano Cusio Ossola.
He is Life Member of the American Air Mail Society and member of the following Italian and foreign associations: A.I.E.P. New edition of the catalogue on Italian perfins.Since the publication of the first catalogue in 2000 and of its update in 2005, both sold out, it has been a continuous discovery of new patterns and of new users of old or new perfins, not to mention ampler utilization periods of time and additional detailed information.
All the patterns known are now collected in the present work, illustrated by original shape and dimensions, each one accompanied by useful details (name of user and activity, place and period of use, number given by other catalogues).
A very exhaustive introduction explains the origins, usage and way of collecting perfins.
Enclosed, 32 plates, on transparent drafting paper. The 1107 patterns known have been inserted full size in boxes, in alphabetical order, with their relevant catalogue number. The plates are a really precious tool to facilitate cataloguing the perfins on documents or on fragments, a task that is often made difficult by the scarce visibility of the little holes and by the inverted and/or reversed position of the pattern.
It will suffice to select the reference pattern the closest to the perforation to be identified, and to place it onto the perfin examined, in the same position, either upright, or inverted, or reversed. When the position of the holes of the reference template coincides with the original, one will be sure of the correct classification of the specimen.
Enclosed even a CD with 608 colour reproductions of documents franked with perfins, each one with the reference to the pattern in the catalogue.

Over the years a lot of important collections have been examined as well as numerous submissions from collectors and lovers have been received.
That has allowed to update the over 75,000 pieces of data contained in this catalogue, which present about 7,000 variations compared with the previous edition. This amount may appear very high; however, one must keep in mind that this sector of cancellations, since the publishing of the Ricci - Vaccari edition of 1992, has kept expanding among the collectors and consequently the research has grown more and more, leading to the discovery of material which had been neglected for years.
In this edition, the historical section has been revised as well and is now totally in colour, even if it has not been necessary to change the text in its substance. The illustration section has been completely changed so that it will be easier to recognize the type of the nominal cancellations which went together with the numeral ones, thanks to the colour pictures.

Bibliography
Paolo Vaccari took up the hobby of philately and postal history as a child by collecting postage stamps and participating in exhibitions, conferences and seminars. In 1977 he decided to put his wealth of experience and knowledge into practice when he turned his passion into a business to which he could dedicate all his time. The postal history and stamp business was enriched with the publishing activity in 1989, together with his daughters, which came to publish important volumes of philatelic literature, some of them written by Paolo Vaccari himself. From this date onward he has published about 100 catalogues and numerous treatises on postal history, among which the "Catalogo Vaccari - Francobolli e storia postale - Antichi Stati Italiani, Governi provvisori, Regno d'Italia - 1850-1900". The catalogue has reached its XIV edition, after 20 years of publication, and over the years has received prestigious recognition nationally and internationally. Furthermore, "Vaccari Magazine", whose editor is Paolo Vaccari, has also achieved excellent worldwide recognition and celebrated thirty years in 2018.
Paolo Vaccari received the Philatelic Oscar from the Italian Academy of Philately and Postal History for the numerous studies he has published.
For the volume "Sicilia 1859 - Comparative plates of stamps" he received the award of the Italian Philatelic Press Union.
He has received over one hundred awards of recognition worldwide for his written and published works.
He also received the "Regione Toscana" cup and the "Fiorino d'Oro" for displaying specialized collections centred on the Grand Duchy of Tuscany philately of the XIX century.
In 2008 he received the "Ragno d'Oro - UNICEF" award in the trade category, an award granted to people from Modena who have contributed to increasing the prestige of the city of Modena within the country and abroad.
He is a philatelic expert for the C.C.I.A.A. and the Court of Modena.
He has taken part in appraisals and provided expert analyses for Credit Institutions.
He is a member of the national register of journalists, special section, and of the "Unione Stampa Filatelica Italiana" (USFI).
He was a member of the "Club Elite de la Philatélie" of Monte Carlo, presided over by Prince Ranieri, a closed number club in which the 100 most important philatelic experts worldwide may take part, receiving the highest Monacan recognition each time, the Ranieri gold medal.
He is a member of the "Académie Européenne de Philatélie" with headquarters in Paris.
He was a member of the "Consulta per la filatelia del Ministero delle Comunicazioni".

Annotated list of mail in the philatelic period
This is the first volume of a series devoted to postal relations between Italy and foreign countries in 1800s, particularly from 1850 to 1875.
Italian postal history has been progressing a lot during the last decades, above all the study of conventions and rates of Italian States, Kingdom and Republic. Not the same as to relations with foreign countries, which were based on bilateral agreements and sometimes on tacit consent or temporary usual procedures.
The aim of this work is that of creating a uniform collection of known and new details relevant to conventions and rates adopted in postal communications between Italy and foreign countries during the 1800s.
Particular care has been given to the annotated list of letters known in the philatelic period; information and descriptions, as it is possible to see in each entry, come from auction catalogues, lists, collections and several publications. It is not a comprehensive list; however, thanks to the descriptions for every letter accompanied by philatelic notes, routings, postmarks and rates, collectors can get all the elements relevant to a specific postal item. Moreover, the list is very useful for statistics: it gives an idea, though incomplete, of mail movements between every Italian State and foreign countries, and in the present volume between every Italian State and Switzerland.
Some particularly important letters and postal documents have been selected and reproduced in colour in the tables at the beginning of the book, in order to give a picture of mail under examination.

Exhaustive work, updated and revised (200 pages more), which presents all the revenue stamps of the Kingdom of Italy and the first period of the Italian Republic from 1863 to 1957, and of the Italian colonies in Africa (Libya, Eritrea, Somalia), for the first time in a catalogue. Reproductions are full size.
Every issue is accompanied by a short description of the revenues, reproduced in natural size, and by the relevant issue decrees which give important information about the reasons why they were issued and their characteristics. Postal and fiscal documents are a valuable testimony for the facts and events which took place in Italy.
The analysis of the revenues is carried out both on their postal use and their fiscal use. Valuations have been updated, expressed in Euro, and accompanied by their rarity degree. The present work is the most specialized catalogue in that it records quotations for unused revenue stamps, but also for their postal and fiscal use.
New division in seven parts, all of them updated and increased. Each chapter deals with a specific function: fixed rate revenue stamps, for government licences and administrative acts, for bills of exchange, for luxury objects and trade, for general turnover tax, for transport of goods by motor vehicles, for Italian colonies in Africa.
IMPORTANT CHANGES WITH RESPECT TO PREVIOUS EDITIONS:
- updates and additions in the old chapters;
- addition of new studies, never published before, on revenue stamps for government licences and administrative acts and for Italian colonies in Africa;
- valuation updating for unused, postal use, fiscal use;

What's for FISCALFILIA?

Fiscalfilia: neologismo appropriato a raccogliere sotto un'unica parola tutte le nuove ricerche sulla storia fiscale riguardante gli usi della carta bollata e delle marche da bollo.
FISCALFILIA, infatti, significa ricerca e studio dei modi e dei mezzi usati per il pagamento delle tasse o diritti di bollo. "Il bollo è di due specie: ordinario e straordinario".
Due sono le leggi fondamentali concernenti le modalità di pagamento delle tasse di bollo.
La prima "Legge sulle tasse di bollo" del 21 aprile 1862, N° 586, recita:
"È dovuta una tassa di bollo per la carta destinata agli atti pubblici", quando se ne fa uso.
Questa legge portò alla formazione delle varie carte bollate all'ordinario.
La seconda legge, N° 949, del 14 settembre 1862, colla quale è prescritto l'uso delle marche da bollo "per la soddisfazione delle tasse di bollo straordinario", portò, invece, alla formazione delle prime marche da bollo a tassa fissa e di quelle per i foglietti delle cambiali, da usare obbligatoriamente per il pagamento del bollo straordinario.
Le carte, soggette alla tassa di bollo ordinario, o straordinario, sono:
a) la carta per gli atti civili, giudiziali ed amministrativi;
b) la carta per gli atti e documenti commerciali;
c) la carta o foglietto per cambiali.
Pertanto i modi ed i mezzi idonei, legalmente, al pagamento delle tasse di bollo sono: la carta bollata e le marche da bollo.
L'art. 13 della legge N° 586, però, recita, inoltre, che:
"In mancanza di bolli ordinari e straordinari si supplirà col - Visto per bollo -".
Tuttavia, per rendere bollata la carta usata per la stesura di un documento, avente bollatura fiscale insufficiente o mancante, furono apposti ed accettati dai pubblici uffici, oltre le marche da bollo, anche francobolli, sia a complemento, sia in sostituzione del bollo.
Viceversa, furono usate, su documenti postali, marche da bollo di vari tipi, a complemento od in sostituzione dell'affrancatura con francobolli insufficienti o mancanti.
Dunque, la carta bollata, le marche da bollo ed i francobolli sono le uniche monete cartacee usate e necessarie per presentare e fare accettare presso la pubblica amministrazione la maggior parte dei documenti per atti civili, giudiziari, amministrativi e postali.
La ricerca, lo studio, la classificazione e la collezione di questi documenti, con il loro intreccio di combinazioni tra carta bollata, marche da bollo e francobolli, è oggetto della Fiscalfilia.
Le occasioni più comuni nelle quali s'incontrano
Filatelia e Fiscalfilia sono costituite:
a) da documenti postali nei quali al posto dei francobolli o a complemento degli stessi insufficienti a soddisfare la tariffa richiesta, vengono applicate marche da bollo (fiscalfilia);
b) da documenti fiscali nei quali il pagamento delle tasse di bollo avviene, in tutto od in parte, mediante l'uso di francobolli (fiscalfilatelia o filatelia fiscale).
(Il tutto proibito ed illegale, ma raramente penalizzato).

For those who consult catalogues and philatelic literature in the original language, dealers or collectors, a useful dictionary specific for English and Italian philatelic terms now exists.978-88-85335-68-4
Thanks to the co-operation of many scholars and to several readers' suggestions, this edition presents many changes and additions, effected to make the dictionary more usable. Two different sections, English-Italian and Italian-English, should make consultation easier. New words and new appendices should make the new edition more useful. However, the ideas and criteria remain unchanged.
One part is now devoted to the explanation of those terms, called "special", which do not have a direct translation into the other language and for which the meaning is given. There is also the translation of the colours, initials and abbreviations, most frequently used. Do not miss it!

A first edition of this dictionary appeared in the pages of Il nuovo Corriere Filatelico from April, 1977 to February, 1978. I wish to thank Vito Salierno, editor of that journal, for the help that he gave me. I am grateful to Franco Filanci for help with its original publication as a book.
Here now is a new edition, thanks to Bruno Crevato-Selvaggi's assistance, and to several readers' suggestions.
Some changes and additions have been effected to make the dictionary more usable. Two different sections, English-Italian and Italian-English, should make consultation easier. New words and new appendices should make the new edition more useful. However, the ideas and criteria remain unchanged.
The compiler of a technical glossary has to decide how much he can leave out. It is obvious that if he includes every word likely to be encountered in a philatelic text he will end up with a dictionary of the current written language. In choosing words for inclusion I have given emphasis to technical words and expressions, particularly those which concern printing, since these are often not included in ordinary dictionaries. A number of common words are included, however, because they are used in a special way in philatelic literature, for example the common word nuovo is included not only because it cannot be translated new in English, as would usually be possible in other contexts, but also because it is important to indicate significant qualifications such as con traccia di linguella (with trace of hinge).
Users of the dictionary should keep in mind the reasons for which apparently ordinary words have been included and realise that the translation given is a philatelic one. There is nothing to prevent a word being used in a philatelic text in a non-philatelic sense. This sense will not be indicated in the dictionary.
The word bold is included in the dictionary, but the meaning audace is not given; bold is included simply to indicate its use in phrases such as set in bold type (composto in neretto). Lap means grembo, but the word appears in the dictionary because it is used to describe a section of a postal journey or flight (tappa).
In the general dictionary an asterisk * has been placed after certain words as a warning that a word of similar appearance in the other language may not always have a similar meaning. For instance interi cannot be translated entires; these are something quite different.
Every now and then the student will find that in either one language or the other a word has to be used with special care because it may either have two sometimes contradictory meanings or because its normal and its technical meaning may conflict.
The words to describe privileged mail (lettere spedite in franchigia) provide an example. A frank can either be the signature of a person authorised to send mail free or the letter on which his frank appears; to frank or franking can either mean to authorise by signature the free despatch of mail or the application of postage stamps (affrancatura). In instances of this sort confusion can only be avoided by careful writing and on occasion the use of extra words e.g. free frank to describe the privileged letter sent post-free.
There are a number of technical expressions used in philatelic writing in English which cannot be translated because the equivalent procedures are not followed in Italy. The expression Key Plate and Duty Plate are examples. To help readers of texts using these expressions an appendix is provided giving explanations of the expressions as a substitute for translations which cannot be made.
Other appendices include a list of terms commonly used to divide the different fields of interest into general categories, a list of the definitive series which create more problems, and words and abbreviations used in philately or appearing in postmarks.
English and Italian place names are usually similar, but the few instances in which they are not can cause confusion as when, for instance, the tourist anxious to reach Montecarlo takes a train marked Monaco and finds himself landed in a city he has always called Munich. A short list of these confusing names is given.
The words for colours can easily be found in any bilingual dictionary. But a few paragraphs have been included to discuss the correct description of colours and to warn collectors of some of the dangers to be avoided in making translations.
Then come the adjectives used to classify philatelic items according to quality, and a selection of technical terms used in describing characteristics of printed letters. To make the work more practical and easier to consult, the different subjects (inland/abroad, etc.) have been ordered by date, title of decree or law, detailed indication on publication (ex. R.D. 9.7.1926 n.1381, published in G.U. - Official Gazette - n.194 of 21.8.1926). These data have been schematised at the beginning of each legislative source.
Besides the general index divided by year, there are three indexes more: by subject, by decree, and by rate periods.
