THE PAARS FROM PARRE
Protagonists of the Post in Europe with the Tassos from Cornello (16th-19th centuries)

This publication provides a first general picture, quite detailed and reliable, of the events of the Paar family over the course of four centuries, also contributing to making known an important aspect of Parre's history in the context of European events.

The first part takes into consideration the origins of the family and the documents from the mid-fifteenth century relating to the events of the Belleboni merchants, who later, far from their homeland, will be identified with the name of their town of origin. This section outlines in particular the figures of Mondino and his sons who occupied an important role in the economic, social and administrative life of Parre.
It was Mondino and his sons who, at the beginning of the sixteenth century, passed into the service of the Habsburgs, initially relying on the activity of the Tasso family, already present for a few decades in the territories of the Empire.

The second part of the volume is instead dedicated to the birth and development of the Paar's entrepreneurial activity in the postal sector; following the stages of the family's rise and outlining the figures of the protagonists, committed to organizing the postal service in a widespread manner in the areas assigned to them, extending and diversifying their skills and acquiring profits, privileges and noble titles at the same time.

The third and final part of the volume is dedicated to the age-old controversy that pitted the Paar against the Thurn und Taxis regarding the identification of the territories of respective competence in the management of the Empire's Post. A dispute that lasted from the beginning of the seventeenth century until almost the end of the eighteenth century between mutual complaints, appeals, mediations, imperial pronouncements and attempts at agreement which essentially did not lead to a definitive settlement of the issue.

The volume is completed by a substantial iconographic set and the detailed genealogy of the family.

THE EPISTOLARY COMMUNICATION FROM AND TO TURIN
VOL.VI - THE "PIEDMONTESE NATION" POSTMARKS (1800-1802)
Second part

The departure postmarks used by Piedmont post offices since the middle of the year 1800, prepared for as many as 102 post offices existing at the time. The offices covered in the first part were 50; in this second part the remaining ones, again in order of first use of the relative mark.

The authors were able to detect unknown postmarks and dates that anticipated or extended the period of use that appeared in Vollmeier's great work.

Considering the places where the High Police Courts were established, namely Turin, Ivrea, Mondovì, Asti, Alessandria, Vercelli, it was possible to establish that the post offices of these localities were the first to receive the departure postmarks of the "Piedmontese nation".

An element that positively characterized the postal service in the Kingdom of France was the use of postmarks, which allowed clerks to apply the correct rates and recipients to know the place from which the letter had left. With the second French invasion in 1800, postal customs from across the Alps made their way into occupied Piedmont. The postal clerks had already noticed the presence of the postmarks on correspondence from France and understood their usefulness. They also knew that this use would sooner or later also be introduced in the Piedmont offices and, while awaiting these postmarks, they were precursors, since they added the name of the departure place by hand.

With the annexation of Piedmont to the French Republic, the Sardinian postal service was also Frenchised and the Paris Post Administration Office sent the new departmental marks, characterized by the department number, to the most important post offices in Piedmont. They replaced the postmarks of the "Piedmontese nation".

CONTENTS:

Post offices treated in alphabetical order:

Aosta, Avigliana, Borgo San Dalmazzo, Breglio, Broni, Caluso, Canale, Caraglio, Carmagnola, Casalborgone, Caselle, Cassine, Castiglione Chatillon, Cavaglià, Cavour, Chivasso, Ciriè, Cocconato, Cortemiglia, Costiglione d'Asti, Cuorgnè, Demonte, Dogliani, Dronero, Fenestrelle, Foglizzo, Garezzo, Gassino, Giaveno, Lanzo, Masserano, Moncalieri, Moretta, Nizza Monferrato, None, Oulx, Rivarolo, Saluzzola, San Benigno, San Damiano, San Germano, San Giorgio, San Salvatore, Sant'Antonino, Santhià, Scarena, Sommariva, Sospello, Strambino, Torre San Giovanni, Veneria, Verres, Villanova.

SFIZI. DI. POSTA
History through mail, mail through history

Preface by Gianfranco Jannuzzo
Historical introduction by Bruno Crevato-Selvaggi

The «sfizi di posta», in this volume 30 never published before, are "pieces" that are streamlined, short, immediate, and above all curious, fun, intriguing.

Anecdotes and stories told using letters, postcards, telegrams, observing their postage, postmarks of departure, arrival, transit and postal censorship and investigating the various underlying worlds. In a sequence of postal documents, chosen in a time span ranging from 1820 to 1949, we encounter stories of marriages of the past, natural disasters, village squabbles, the tragedy of two wars, Silvio Pellico, Umberto Nobile, Cesare Pavese.

Men and women in their public or private lives, actors in small and large events that have fuelled history, crystallized in postal memories, brought to life for the time of a brief reading.

For some 'sfizi' the reader will find a box entitled "The eye of the graphologist" in which Mirka Mantoan, Criminalist expert in Forensic Sciences, specialized in expert-judicial Graphology, Expert and Consultant Graphologist registered with the Civil and Criminal Court of Verona, will delve into the graphological aspects of the cursive text of some writings in order to trace the character profile of the protagonists.

LEONI SERIES
Study of print runs

This volume deals with the method of printing "typographic" postage stamps with royal effigy, starting from the first series of the Kingdom, up to the dawn of rotogravure printing, in particular the Leoni series.
Relevance was given to the plate numbers, through which the chronological reconstruction of the different print runs that followed one another in approximately a quarter of a century becomes possible.

Research conducted with a scientific method and adequately in-depth allows us to compare the results and verify the validity of the hypotheses made following the analysis of large quantities of specimens and historical sources.

The aim is to collect, in a single text, as much information as possible on the topic of Italian typographic postage stamps and, at the same time, make readers participate in this research, show the new evidence found and provide tools and methods to those who wish to undertake or deepen the study of this branch of philately.

THE EGYPTIAN MARITIME POSTAL HISTORY
1845-1899
LA POSTE MARITIME EN EGYPTE
1845-1889

Published on the occasion of Monacophil 2019
106 pp. - colour and b/w ill. - cloth-bound with gold inscriptions and colour cover - printed 2019
English and French text

This book gives us a comprehensive and unprecedented historical overview of Egyptian maritime navigation.

Because of its unique location, Egypt has historically been the crossing point of trading and mail routes. Its sea costs stretch a distance of 2.900 km, 1.931 km of which overlook the Red Sea shores and the rest of the Mediterranean. This direct access by sea to both the Est and West, along with the centrality of its location, gave the control of Egypt immense strategic importance.

The author not only names and lists documents, many of which are highly rare, but also places us in the historical context.
His perfect mastery of the various languages in which the Egyptian archive documents have been preserved, enables us to immerse ourselves in the vision of the Egyptians when they were faced with the all-powerful European society during the 19th century. As a result, the shipping companies responsible for transporting mail suffered ups and downs due to the political context and power struggles.

More than a publication about sea mail, this history book takes us back to Egypt during the time of the viceroys and the 19th century, at a time when the Western world is showing a growing interest in rediscovering the traces of an ancient civilisation.

CREATIVITY FOR A POSTAGE STAMP
The essays of the Historical Museum of Communication

From the archives of the Historical Museum of Communication in Rome, a "treasure" of approximately 1,700 essays for postage stamps never materialized or sometimes "crystallized" at an earlier stage than they would have arrived at the post office counters. Items that have only partially, so far, been published in any specialist article.
Now they are collected, all together, in the book created by the Museum itself in collaboration with the Italian Philatelic Press Union.

The image of each item is proposed, associated with the title, summary description, main thematic categories, author, measures, inventory code attributed by the Museum.

There are numerous specialists, famous and otherwise, who in almost one century, from 1922 to 2000, have tried their hand at this communication method. Their works tell the story of the past, from great characters to battles, from artistic expressions to monuments. But they also document their present, such as institutional and political aspects, sporting events, the post-war recovery effort, European construction, campaigns against smoking and drugs, the protection of nature, road accidents...
Thus we discover the alternatives set aside, titles hypothesized and never realised. In short, a... behind the scenes that brings the reader closer to a fascinating sector, rich in cultural ideas that deserves to be valorised.

In 1977 he decided to put his wealth of experience and knowledge into practice when he turned his passion into a business to which he could dedicate all his time. The postal history and stamp business was enriched with the publishing activity in 1989, together with his daughters, which came to publish important volumes of philatelic literature, some of them written by Paolo Vaccari himself. From this date onward he has published about 100 catalogues and numerous treatises on postal history, among which the "Catalogo Vaccari - Francobolli e storia postale - Antichi Stati Italiani, Governi provvisori, Regno d'Italia - 1850-1900". The catalogue has reached its XIV edition, after 20 years of publication, and over the years has received prestigious recognition nationally and internationally. Furthermore, "Vaccari Magazine", whose editor is Paolo Vaccari, has also achieved excellent worldwide recognition and celebrated thirty years in 2018.

For the volume "Sicilia 1859 - Comparative plates of stamps" he received the award of the Italian Philatelic Press Union.
He has received over one hundred awards of recognition worldwide for his written and published works.
He also received the "Regione Toscana" cup and the "Fiorino d'Oro" for displaying specialized collections centred on the Grand Duchy of Tuscany philately of the XIX century.
In 2008 he received the "Ragno d'Oro - UNICEF" award in the trade category, an award granted to people from Modena who have contributed to increasing the prestige of the city of Modena within the country and abroad.

DUCHY OF PARMA and PROVISIONAL GOVERNMENT
Collection of studies

The present monograph gathers a group of studies to offer a general, more comprehensive picture of the issues of Parma, starting with the first ones by the master of philately, Emilio Diena, and going on with those published since 1991 as articles in "Vaccari Magazine".

The volume is divided into two parts. In the first one, there is the reprint of the previous edition of 1989: translation from English of the article which was the subject of a lecture presented by Emilio Diena to the Royal Philatelic Society in 1930 on "Scudetto" issue of 1857-1859 of the Duchy of Parma, published in the September issue of the "London Philatelist", official organ of the "Royal"; and reprint from the original published in 1913 on Provisional Government postage stamps. Both studies are completed with the b/w tables illustrating the complete sheets and have preface by Enzo Diena.

In the second one, there are, illustrated in colour, the study presented in 2002 on the occasion of the 150th anniversary of Este postage stamps, which offers a short historical and philatelic introduction about the stamps of the Duchy of Parma and of the Provisional Government, with reference to all the issues and to postal rates; the article about cent.15 rose, first issue; that about cent.5, second issue; the study relevant to cent.40, third issue, with large and small zero; the one about the war of 1859 and the issue of the Provisional Government with reference to cent.80.

ALBERTO DIENA A philatelist - His life, one of his works – "FLATTERING" CANCELLATIONS USED ON THE POSTAGE STAMPS OF THE KINGDOM OF NAPLES AND OF NAPLES PROVINCES

The most fanciful postmarks of the world, the extraordinary "flattering" cancellations of the Kingdom of Naples have always been appreciated by Italian and foreign collectors. The present notes aim at resuming and, whenever possible, revising what has been so far published by the many experts, first of all Emilio Diena, the author's father.

This monograph, in addition to an introduction on the author, deals with the subject in the following chapters:
1 - origins of flattering cancellations;
2 - how many of them are known and where they were used;
3 - subdivision into six groups of six types each and their distribution;
4 - period of use;
5 - localities in which they were used;
6 - postage stamps on which they were used - some of the best known rarities - short notes on mixed franking;
7 - colours used for the impressions - attempts at identifying their origin even without the nominal postmark - postal frauds;
8 - in what types and colours the nominal postmarks were combined with the flattering cancellations;
9 - evaluation criteria for letters with postage stamps cancelled with flattering postmarks;
10 - evaluations of flattering cancellations on pieces or loose stamps.

POSTAGE STAMPS OF THE DUCHY OF MODENA AND OF MODENA PROVINCES AND FISCAL STAMPS OF THE DUCHY FOR FOREIGN NEWSPAPERS

Reprint from the original "scientific treaty" about the postage stamps of Modena, published in 1894 by the Master of Italian philately, Emilio Diena.

Detailed study, based not only on decrees and postal regulations, but also on the analysis of official correspondence and administrative records, hundreds of letters and newspapers bearing Modena postage and fiscal stamps, the present monograph is still a valid reference work, essential for the ones who know only a little about the Duchy of Modena and an interesting work for the ones who love it.

To enrich the volume, three heliotypy and four zincography tables.

Preface to the new reprint by Enzo Diena.

POSTAL CENSORSHIP IN LOMBARDY

Violation of the secrecy of the mail has always been a very usual practice in any time and everywhere, not only towards state and diplomatic letters, understandable even though unjustifiable, but also towards civil and ecclesiastic mail. Everybody knew that, so people used codes and never wrote names or about important events.

This volume deals with the subject in Austrian Lombardy, then Lombardy-Venetia, in one century or a bit more when the Austrian dominated, including French interlude.

Most information comes from the State Archives in Milan.

FLUORESCENCE IN POSTAGE STAMPS OF ITALY 1944-1994
Second edition

After five years from the first edition, published on the occasion of TELEPHILEX '90 by the Turin section of Cral SIP, the author offers this new edition revised, rectified and completed with new information and findings.

The volume starts from the history of fluorescence in the postage stamps issued by Italian Postal Administration, and then describes technical and theoretical aspects relating to «fluorescence» as a physical phenomenon.

Fluorescence, non-fluorescence, anomalies and curiosities which the author has studied with the help of several collectors are illustrated in a new chapter. 13 colour plates.
