This second volume is connected to Vittorio Amedeo II, the Duke of Savoy who became first King of Sicily and then King of Sardinia. As a duke he introduced the first postal rates for letters (1698), as King of Sicily he issued the first organic edict about Post (1718) and as King of Sardinia he made approve the definitive edict of 1720 that was in force up to 1772.

The book is enriched with almost 500 images and it is divided into three chapters: the first one covers the ducal period (1684-1713), the second one concerns the period when Vittorio Amedeo II was King of Sicily (1713-1720) and the third one is about the period when he was King of Sardinia (1720-1730).

High significance is given to the postal rates related to the town of Turin, but there are also particularly interesting documents, such as the first postal agreements undersigned by France and Piedmont at the end of XVII century and continued during the following one. Furthermore much attention is given to the interventions of the Health Magistrate in Turin, to explain the consequence of the frequent epidemics and infectious illnesses on the treatment of letters: the simple external perfuming, the de-sealing with internal perfuming and the subsequent re-sealing, the use of fumigation and the exposure to heat.

The volume is completed by the tables of the rates for letters, by the Generalship of Post and the chronology of popes and kings, by the analytic index of the most significant writings, by the bibliographic references, by the works and the institutes consulted, by the funds consulted in the history Archives of Turin.

The text comes from the notes and studies by Lorenzo Previteri (the first to make a serious study of the postal history of Sicily in the prephilatelic period), and the book is dedicated to him. Paolo Vollmeier reorganised the material, then translated from Italian into English by Roy A. Dehn.
The study is devoted to the history of the Post under the Bourbons, up until the introduction of postage stamps on 1 January 1859.

This history can be divided into four periods.
1. up to 1535: first regulation for the postal service.
2. from 1535 to May 1786: running of the service contracted out to private persons.
3. from June 1786 to 31 March 1820: in 1786 the postal service was taken back by the state and the first handstamps were introduced in Palermo and Messina.
4. from 1 April 1820 to 31 December 1858: on 1 April 1820 the new postal regulation came into force and 116 post offices were issued with handstamps. Of particular interest are the periods of popular rising against the king in 1820 and 1848/49, which left their mark on the postal service.

The authors
Dr. Ing. Mario Mentaschi, FRPSL, born in 1942, is a retired manager and lives in Vicenza, Italy. He started studying postal history of the Old Italian States about thirty years ago and is today one of the leading experts of the Italian Postal History 1850-1870. He wrote numerous articles in Italian postal history magazines; his studies resulted so far in his book Lire, soldi, crazie, grana & bajocchi (2003) which has obtained gold medals in the FIP international exhibitions "Singapore world stamp championship 2004", with felicitations of the Jury, and "Pacific Explorer 2005" held in Sydney. In 2004 the book was also awarded the Fulvio Apollonio prize of the "Unione Stampa Filatelica Italiana". He exhibited in various international stamp exhibitions and obtained several gold medals. Mr. Mentaschi is a FIP judge for postal history, he is a fellow of the "Royal Philatelic Society London", a member of the "Accademia Italiana di filatelia e storia postale" and a fellow of the "International Postal History Fellowship".

Dr. Thomas Mathà, FRPSL, born in 1972, is a city manager and lives in Bolzano/Bozen, Italy. Since a very early age he developed a keen interest in postal history and published his first book about Postal History of the Allied Occupations of Trieste 1947-1954 in 1992. In the last 10 years he specialized in Postal History of Old Italian States, with a special emphasis on Roman States, publishing articles in Italian and international magazines. With his collection he obtained large gold medals at the international stamp exhibitions "Amphilex 2002", "España 2004", "Sidney 2005" and "Washington 2006". In 2005 he was awarded the Gran Prix of the National Italian Stamp Exhibition "Villa Manin Fil 2005". He serves as a national judge for postal history and youth class. Mr. Mathà is a fellow of the "Royal Philatelic Society London", a member of the "Deutscher Altbriefsammler-Verein", the "International Association of Philatelic Experts" (AIEP), the "Italy & Colonies Study Circle" and a fellow of the "International Postal History Fellowship".

Over twenty years have passed from the publication of two volumes about the Napoleonic postal history in Italy. In the meantime, various documents related to the postal service and more than few news concerning postmarks have emerged, some of which unreleased, with updating on the periods of use and much more. In this respect, about 130 cards on the total of over 500 are updated here. Almost all news comes from press articles or from the description of lots put on sale by auction houses.
To cite the rarities of some documents, giving information on the number of the items known and the extreme dates of use, evidences verified by the Authors are published.

As far as valuations are concerned, they have preferred not to quote them, this time. Many findings refer to postmarks few common, rare or, in different cases, even unique at the moment. The explanations in the text are anyhow sufficient to value the index of rarity. In some cases, an easier availability following recoveries in archives, has led to reduced valuations.

POSTMARKS CATALOGUE

This catalogue of the postmarks of the Trento and South Tyrol regions is aimed at illustrating, in a concise form, the political and postal histories of the said regions whose territories are nowadays included in the autonomous region by the same name with special statute.

Besides the Catalogue itself with a detailed listing of the postmarks found on mail processed by 52 post offices, this volume proposes the masterful study on postal history of the late August Zoppelli, an excursus on the Menz family and its formidable archive from which a lot of letters showing postmarks, many of them rare or very rare, come.
Another appealing chapter is the one delving into the mail from the Napoleonic military campaigns that afflicted the area from 1796 to 1813. Indeed a turbulent period with a very complex postal history.

There is much more, for example a very informative chapter on postal history, rates and postmarks, postal routes, the various phases of history, the detailed listing of handwritten place of provenance information on the address side of the outgoing mail, the free-frank handstamps accompanied by a detailed and informative listing in alphabetical order, registered mail and its auxiliary postmarks used during the various administrations also with a listing in alphabetical order, and also an exhaustive listing of the various postmarks utilizing a rarity scale from very rare to very common.

A very useful bibliography concludes the impressive volume.

A new book for the first time sheds light on the history and postal history of the Indian subcontinent in the years of conquest and struggle for dominance among European powers up to the establishment of British rule.
It focuses on the pre-philatelic history of India while comprising a comprehensive view on historical developments of all the European nations and the interacion among them. It closely ties history with postal history.

Starting with the battle of Plassey in 1757 and settling with the end of the Napoleonic Wars and the subsequent peace negotiations until around 1819, India transitioned from a multipower country to one British Rule.
The British very early realized that putting up a reliable postal system was a significant means of consolidating power; they were successful in establishing post offices and postal services even in the settlements of other European nations.
The year 1819 marks the end of this period of struggle and sees Britain as the leading power in India as well as the sole provider of domestic postal services even on the territory of the remaining European powers, which were left with no political or economic importance.

Many significant philatelic objects were gathered from collectors all around the world. Among them there are several items from archives which have never been shown before. A strong focus was given to describe them correctly and in their historical context.
